L'internet est l'application des RFCs de l'IETF. S'y greffe ensuite les fonctions définies par grand nombre de "standards" d'organisations normatives spécialisées (en particulier IEEE, W3C), qui +/- prises en compte par les lois nationales et des conventions internationales font loi aux utilisateurs du diginumérique.


Le concept de "bout en bout"

L'internet a pour rôle de transporter des datagrammes de bout en bout et l'IETF que l'internet marche mieux. Elle a pour cela défini des services dont les utilisateurs peuvent tirer avantage pour aller plus loin ("à la frange", selon la RFC 1958, et donc pour l'utilisation "glocale" - la globalité en contrôle local - une utilisation sous concept de frange à frange).
