The change in the US control over the world digital ecosystem is purely constitutional. Until now, the US considered the world’s digitality as a protectorate (i.e. supervised by its executive power). It is now considered as a colony (i.e. supervised by its legislative body). This is a purely US administration move.

The cyberspace is a new (virtual) territory. This new territory was first considered as new enough to be subject to special legal rules ("code is law"). Over the last 44 years, the US legal culture has learned that digitality was only the deeper form of the common natural complexity (here, we enter the area of "techno-sophy"), i.e. the domain of integrating the Homo sapiens sapiens' Sapientia in human engineered machines and smart human prosthesis. As such, the legal adage becomes a new universal adage: "law is code is law". This is the basis of algorithmic governance.


From there, there is a need for fundamentally rooted universal homogeneity and, therefore, for at least a national global architectony (a homogeneous architectonic coherent model). This is for a reason that we have known since Aristotle: architectonics, i.e. how to conceive such architectonies, is "the" political science, of which the "art" is to lead free men.

  • Our architectony has evolved. As a result of identifying a hyperlinked reality (Doug Engelbart, 1974): we have fractally (Benoit Mandelbrot, 1974) hyperlinked (Ted Nelson, 1974) humans through an intelligent overlay supported by the internetting of its "catenet" (Louis Pouzin, 1974: smart hardware part of the "network of networks") through – mainly today the internet (the 1978 Vint Cerf's project) – its network of the virtual glocal networks (VGN) layer.
  • the US digital vision adapts. The state of exception came to an end. We are now to generalize what we have learned about modernity and homogeneously extend it throughout all of society. The US industrial culture thought it could end the “status quo” strategy implemented in 1986 (after RFC 923) to resist the danger Tymnet/CCITT’s open-networking multitechnologies then represented for the unprepared TCP/IP monotechnology. They think the IETF set of protocols is implanted enough, and costly enough to change, to be protected (with a new IAB stack?) from challenging innovation and engaging in their – de facto limited to large stakeholders only – “permissionless innovation” strategy.

Due to the US Global Community industrial and marketing advance, this should generalize to the whole world, and it translates their world digital leadership into a world general leadership. Switching from old democracy, hampered by distances, delays, paper, human administration, etc. to modern holacracy supported by networking, immediacy, computers, big data, algorithms, etc. This is the beginning of the post-human society where decisions emerge from global community multistakeholderism.

The truly decisive document for understanding the NTIA contribution to humanity is the result of the US State Department sponsored effort to gain the experience acquired on the digisphere penned by its main gurus – the IEEE, IAB, IETF, ISOC, and W3C leaders: the Aug 29, 2012 "Open Stand" statement, which is also published as RFC 6852.

These leaders, on our behalf "embrace a modern paradigm for standards where the economics of global markets, fueled by technological advancements, drive global deployment of standards regardless of their formal status" and in this way "contribute to the creation of global communities, benefiting humanity". This is the post-Westphalian experts’ republic, the transition leading states to be treated equally with industrial stakeholders, and nations to be reshaped as "Global Communities" along TNCs (TransNational Corporations) interests and cultures.

Since most of their "siege socials" are in the US, the TNC lobbied US Congress legislation is conveniently confirmed as the source of the global code of law to be enforced through blockchained global interware algorithms (everyone “inter-tied by no one's machines”), embedding the well-established ALS (American Lawyer System).

Yes, the internet is really free from “US” Control! It is now under “US based Money” control. Like the American citizens (should we not say, consumers?). As a result, will they vote for Clinton, Trump, or McMullin? That’s for them to decide. We, the interlinked users (IUsers) of the world, will observe the emergence of their collective experience: our political test bed for the few months to come.
